On Thursday the IRS released a slew of draft 2014 tax forms. The new draft Form 1040 shows a new surtax line has been created for the payment of the individual mandate surtax see line 61 of the 1040:
President Obama has repeatedly denied that the surtax is in fact actually a tax. The most prominent example was a heated exchange on ABCs This Week in Sept. 2009, when George Stephanopoulos confronted Obama with a dictionary:

It’s a tax and has to be represented as such. Which is exactly what the democrat fascists wanted to avoid by just showing it as another deduction like SS on your pay stub.
Hell I’m not going to be able to afford to pay for Obamacare in addition to my regular bills which are tretched to the limit after sitting down and trimming everything every bill and getting rid of everything we don’t need. Hell if he makes me pay of $2,500 per head penalty in our household there’s no way we can do it. I’m guessing this is going to be the situation in most households that actually pay taxes in 2014. The IRS and the Feds are about to shoot themselves in the foot and a$$ at the same time because they got too greedy. End result. Tons of liens to file. No one with money to pay them though.

As the law stands right now, the only way the IRS can enforce nonpayment of the penalty is to take it out of any refund you may get. No other way. Not a lien on your home or taking it from your bank account. Not jail either. Unless of course...the dictator changes the law again with his pen and his phone.
Trust me I won’t get a refund. I’m a white, Christian male that pays taxes for the takers and the 1 %’ers who use excessive deductions to almost pay none.
Bingo. During the debate over Obamacare, Rats argued every which way to Sunday that it was NOT a tax-it was a mandate-because they had to give cover to the Rats on the fence.
In their argument before the SCOTUS, it was a tax. Roberts bought it.

Lots of people are not going to comply with this filing— and there is NO enforcement provision for collection except by withholding a refund.

Only the voluntary withholdings from social security, which would not “pay” the fine.
This is a subject of great concern. Knowledge of it allows for civil disobedience to an illegal tax.
