There are other resources available to the gov, as well, that he should be calling up, like the Civil Air Patrol, that can provide Comms and recon from the air.
Plenty of the civilian volunteers would likely show up if called on “the Militia”, as well.

Pres. Obama has been criticized for declining to send Nat’l Guard troops to patrol/guard the increasing mythical land border between U.S.A. Mexico. I thought Nat’l Guard was under control of state governors, who, at their discretion, could accede to a presidential request to place the troops under presidential control.
Pres. GW Bush could not take control of LA Nat’l Guard during the Katrina debacle until the feckless Governor signed the required release. Bush, of course, was faulted.

On a side note, if anything the expenditure of “Texas” money is finite...12 million a month sounds conservative...
It will not be sustainable...From a fiduciary perspective...I would like to know where the money is coming from, yet we know not a damn dime will come from the Feds to help this situation...
If anything the Feds will spend money to do whatever it can to torpedo this effort, and it will go away as soon as the money dries up...
But of course Joe Strauss laid out some of the details before, just so the folks (democrats) can have a chance to step up and voice their disapproval (of the border surge) that will directly effect their desire to bloat their voting block for this November...
