How do I seek the opinion of a Tea Party Republican member of Congress?
I have an idea for a legislative proposal that I believe would benefit the Tea Party Movement, the Republican Party, and the nation.
I emailed Ted Cruz some time back and received a nice form letter suggesting a later response that never arrived. I have given my idea considerable thought and I of course realize that it may be flawed. That is why I seek a like-minded opinion if it exist.
I believe the idea would be considerably less useful if discussed openly.

Ideas are just that, ideas, thoughts. Not flaming at all. Just making the obvious point that if an idea cannot be shared it is worthless.
Then your best bet is to talk directly to one of the Tea Party organizations. Google Tea Party.

My idea is not as grandiose as your ideas.
However, if it has merit it will help discover which of our elected is willing to help the nation out of the corner we put ourselves in.
Agreed. I am not a Ronald Reagan or a Thomas Sowell but I learn much from like minded people whose observations I have access to.
Results are the goal, not credit.
This is probably the best venue on the web or otherwise for getting points out to movers and shakers, especially of the conservative kind. Most of the conservative leadership in the country follow threads and topics on this site.
The means by which ideas become policy is with extensive discussion. It is in the marketplace of ideas that discussion fleshes out simple ideas and gives them weight and merit.
You sould as though you think you have a secret. There is no such thing. If you thoughts have merit they will be picked up and discussed. If they do not they will be abandoned.
If you want to discuss your ideas do so. This is the place to do it.
