Showing it off is one thing, fueling it and launching it is quite another.
Upkeep wasn’t spectacular under Saddam and they’ve probably been pretty much ignored since.

All the technology that we have sent to Iraq is falling into the hands of Isis. That probably includes aircraft. It was just in the news today that Russia has sent fighters to Iraq. Those might end up in the hands of Isis too. This is what happens when you give things away instead of using them yourself.
