Yes. They are allowing Biden to whiz-bang his connection to Obama actions, but it doesn’t really show any connection to or direct picture with him.
They perfunctorily produce this for him yet are distanced at the same time. This allows the illusion Obama supports Plugs for 2016 but doesn’t overtly come out against the Hildebeast.

Then, this is the perfect spot for Michelle! VP is a ceremonial post with plenty of travel and shopping built in. If Plugs kacks, she would be POTUS, and can run the job just like her husband, which is plenty of fancy vacations, expensive jaunts, and maybe golf lessons.

The funny and possibly sad thing about your post is substitute Michelle with Hillary. If everything you say is true, Hillary can become President without having to run a campaign.
An even better thing would be for Hillary “Not” to run and at the convention the nominee will back out for health reasons. Hillary is recruited after a long fight to be the nominee. Probably sometime in October when questions about her will be at a minimum and she wouldn’t have to campaign or fund raise. Plus the MSM can hide her without enduring a two year hammering from the right.

When there is no opposition party (with a spine) then this is what you get from a lawless administration operating in the post-Constitutional era.
One strongly, strongly suspects that this is a complete and total bluff.
If there is a fake fight between Mister Biden and Mrs. Rodham (Clinton), then unsuspecting voters might try to consider HRC as the stronger candidate of the two. In other words, Biden appears to be functioning as a lightning rod to attract criticism, thus sheltering HRC.
One really doubts that Biden would legitimately run, and suspects that he might be enjoying the fake attempt.
