I’m diving for my copy of Clancy’s “Red Storm Rising.” Though set in pre-fall time period, it covers WWIII as a conventional war, and the potential of ramping up with a tactical nuclear weapon. If I remember correctly, it began with a terrorist attack on a Soviet oil/energy facility.
