Low Probability Of Intercept radar. No secret about that. We are not the only one with it. It just switches frequencies really fast and can modify the power output. Hard to detect but not impossible, depends on your sensors.
Yep and similar acts of lesser extent would be death by a thousand cuts.
Has there also been neglect of Russian armed forces?
While there are some obvious disadvantages for the biplane, what is the radar cross sedtion of a Spad? A Nieuport? An eindecker Fokker? How about turn, STOL, or rough field capabilities?
Some day the old stuff might make a comeback.
