The Democrat answer would be to raise taxes to cover the difference.
Article V Convention has passed the Wisconsin Assembly and is before the Wis. State Senate right now. Wisconson Grandsons of Liberty (a Patriot group) is asking that we all call our State Senators PLUS Senator Glenn Grothman and ask that they vote for AJR81 and AB635 to stop runaway federal spending. They say that Grothman is the key to the process so we need to contact him, as well as out own Senator. 23 states have already passed this measure.

As evidenced by Justice John Marshall's official clarification of limits on Congress's power to lay taxes, the balanced budget amendment also needs a provision to hold the executive and judical branches responsible for making sure that Congress lays only those taxes which reasonably enable Congress to perform its constitutional Article I, Section 8-limited power duties.
Congress is not empowered to tax for those purposes which are within the exclusive province of the States. Justice John Marshall, Gibbons v. Ogden, 1824.In fact, note that President James Madison had vetoed a bill to build roads and canals because Congress had no Section 8 authority to regulate, tax and spend for such purposes.

Also, as evidenced by less then successful attempts by patriot federal lawmakers to make rules for Congress to self-police its compliance with Section 8, the balance budget act also needs to require Congress to officially clarify in appropriations bills specific Section 8 clauses to justify any taxes.
It was the Democrats who presented a uniform wall of opposition to the idea of a balanced budget and that ended it.
Won’t work. Stupid idea. Congress will just come after more of our money to “balance the budget.”
