The way for Ukraine to upgrade its military equipment, it seems to me, would be for the US to supply it with sophisticated weaponry, with which to repel the Russian invaders.
We are about 50 steps in escalation from arming the Ukrainians. Putin invaded Ukraine outside of the Crimea yesterday and the response today from obama was a travel ban on 10 Russians. The kenyan won’t send arms to the Ukrainians. Ever. It’s not in his DNA.
He did arm Al Qaeds and the Muslim Brotherhood though
