You could fire all of the government administrators it takes to hand out money in all of the current welfare programs. Then you could eliminate income taxes and the IRS. Give every family in the United States.... say $75k per year. (I’d put mine in a mason jar and bury it) So.... then you could charge everyone across the board a consumption tax and be done with it all. Whatever shortage there is.... just print the money. By the time the accounting all works out I’ll be to old to care either way.
I'm sure that's going to scale up well for a country of 350 million people.

If you took all the wealth from those that have it, and gave it to those that don’t, within a few years, those that had the wealth, would have it again, and those that got the free money would be back in poverty, again.
Wealth is not static.
With some exceptions, those in poverty today either have made poor decisions in the past (or in the case of children, their parents made the poor decisions).
Money does not solve the poor decision making done by those in poverty. If you need an example look to professional athletes and those that win lotteries. Many squander millions of dollars and in a few years find themselves broke.
The road out of poverty is not easy, but can be taken by anyone willing to work hard, and not make decisions that will destroy your future (such as dropping out of school, using and or selling drugs, committing crimes, having children out of wedlock).
Until the Great Society we did not have a permanent lower class. There are some exception but for the most part people may find themselves in circumstances that they would be listed as being “poor”, but in time they rose out of that category.
I will go so far as saying the Great Society has created more poor people then anything else has.
Money (or lack of money) is not the problem, and so throwing money at it will not solve it.
What I want is my money back that was spent on waste like studying The Sex Life of The Fruit Fly. All that money should be paid back to working people - to people who actually work for a living. We need a Pay Us Back drive. Make a list of all the bs grants that were given for research last year, total up the dollars, divide the total by the number of actual workers we have in this country, and send each of us a check. Pay Us Back!
Pay Us Back for all the money wasted on Obamaphones. Wasted on Obamacare. And all the other wasteful Obamascams. Pay Us Back!
If we print and distribute money to every person on the planet, we will have eliminated WORLD poverty!! Lets stop thinking small and end poverty for once and all.

Milton Freidman advocated for this, as long as all the poverty, welfare, minimum-wage, and transfer payment programs were eliminated simultaneously.
If the poor spends their subsidy on drugs, booze, and lottery tickets, that's their problem, and they wouldn't get further assistance from the government.
Romney should have made such a plan the centerpiece of his presidential campaign.
