The state should definitely deduct the $500 overage from their next few months checks. But can they prove beyond a doubt that all the customers were operating beyond their current credit and honestly did not know that there were insufficient funds on the card ?

Two different federal programs. One EBT card. Food stamp money can only be used for food. “Welfare check” money can be spent wherever. Just like the cash welfare people got when they had to cash paper checks.
Posturing. If he wants to attack the issue, go after the ones with multiple EBT cards.

The US Army had no problem taking back 1 months pay, after I was given an advance to move to Germany unaccompanied. For 3 months I got a no pay due LES notice until it was paid back, my family allotments were paid and I was the pay guard in my unit for 3 months.

There are many stores that ring up a dummy item while the customer goes out the door with beer, booze & cigarettes.
The store manager knows who his customers are & they don’t want to lose the business.
That is illegal. I was answering how it was legal for people to use an EBT card to buy “contraband” items.
