Day 4 of shutdown: Vets are going to need wire cutters to visit WWII memorial.
The fences/barricades were not wired shut when I was here on Tuesday.

They claim that due to the shutdown they have no money, but they found money to pay someone to wire the barricades together.
Prediction: When the vets cut the wire, the wire will be replaced with chains and padlocks.
