I did some work on a project that interfaced with the Typhoon a while back. The trickiness of working with the multinational consortium is pretty nasty. It does not surprise me that it is taking them this long to get all the right paperwork and approvals. If there was an emergency situation they could hang bombs on that thing today. But in peace time the bureaucracy will not be denied.
