The budget determines the amount of expenditures. By controlling the budget, the debt limit is effectively controlled. By bringing the continuing resolution into a realistic level the debt limit is effectively controlled.
Obama saying that he will negotiate on the budget but not on the debt limit, he is saying absolutely nothing. The amount of additional debt is a result of the budget or the continuing resolution.
