I find the terminology incredibly offensive. If she had had a run in with some gang-banger earlier that day, it might explain why she had been targeted. But “provoked” suggests mitigating factors and the possibility of acting in self-defense. I can’t *begin* to see how either of those would apply to some thug stabbing an unarmed girl 11 times.
