Victoria Byers did not drink alcohol. She did not abuse drugs. But when she was a teenager in foster care, several times a month, she would board a van at her group home and go to rehab.
Byers couldn't figure out why she had to take drug tests and sit in group therapy sessions on addiction at So Cal Health Services, a clinic tucked in an office park in Riverside, California.
"And I told them, you know, 'Why should I be here? I have no drug issue,' " said Byers, now a slow-to-smile 22-year-old.
The director of Byers' group home confirmed Byers was clean but said she sent all six girls under her care to the clinic because she didn't have enough staff to separate those with substance abuse problems.
The arrangement was strange. It was also a scam. So Cal Health Services was ripping off taxpayers, part of a pattern of fraud by rehabilitation clinics that collect government funding to help the poor and addicted, a yearlong investigation by The Center for Investigative Reporting and CNN has found. The investigation, which included undercover surveillance and stakeouts, uncovered a rehab racket that continues to this day.
Thousands of pages of government records and dozens of interviews with counselors, patients and regulators reveal a widespread scheme to bilk the state's Medicaid system, the nation's largest. Witnesses to the fraud laid out its inner workings in minute detail, some speaking of it publicly for the first time.

This kind of crap happens on any slow day at Social Services. The whole setup is a taxpayer ripoff. Gotta keep the caseload up so the money keeps coming in.
If the DemocRATS say you’re a drug addict or an alcoholic, you’re a drug addict or alcoholic! Comprende?
All that will happen is the closet commies will blame the evil private companies collecting government money, bilking poor victim government out of its money.
The fact we should not even have these funds won’t even occur to them. Nor that government nonsense like this just leads to all the abuse. They’ll just say EVERYTHING must be government-controlled, not just handing out money.
So, we must move from the current fascism o communism.
Virtually every govt hand out program is being scammed. At the heart of it is a criminal organization called the Democrat party.
Now we learn that the means testing on the Obamacare subsidy is going to be on the honor system..adding another batch of cash to the pile that our welfare system is handing out.
Waiting for Holder to start sending them to jail for these crimes.

It takes “enough staff” to know which of six girls are druggies and which are not?
Most government run/funded “services” are a major rip-off of the taxpayer. I guess the argument is that if they didn’t exist, you’d have a lot of social work types on the dole. This nation has become a recurring nightmare for anyone who is independent, hard-working and honest.
You hear about these type of things every so often. A dentist who picks kids off the streets and gives them all the “services” (or at least a routine cleaning/ check-up) and bills Medicaid for the works.
