I wonder how they even found out about this? The Quabbin is in the middle of a state forest, and is pretty undeveloped. The largest towns near it are Amherst and Belchertown. The whole Eastern side is bordered by rural farmland and tiny villages. There are thousands of acres of woodland, especially on the Western and Northern sides of the reservoir.
Ok, the article in post 4: State troopers saw their cars, pulled in to investigate, and at that point actually saw the people in question walking back to their cars. Interesting. And interesting too that some were “local” i.e. 5 College students, while at least one was from Cambridge (say, wasn’t that city in the news for another muslim reason recently?), and one from New York city (also a target of the Tsarnaev brothers).
From Fox News Boston, a state trooper noticed a parked car near on a road leading to the reservoir, and the seven walking from a "No Trespassing" area toward the car.
They claimed that as chemical engineers, they were interested in the reservoir. Seriously.

Well, I just googled “Boston water supply”, and the first link mentions Quabbin in the first paragraph. Doesn’t seem to be a well guarded secret.
I live out here, and will barely go near the Quabbin anymore.
I have long suspected is is under constant surveillance, and I don’t even want to be hassled for just walking around.
Now I guess I have my answer.
My house borders a state forest - they have fire watch towers on look out 24 hrs-if there are a lot of woods around it, that was probably how they noticed movement-they also make chopper runs over state land quite a bit because people love to grow pot on it and “homeless” people squat/camp on it too-

I'd guess with an internet connection and bit of searching, I could identify the water supply for most any US city.
I put "water supply for Boston" into Bing.com and it gave me this:

You can't be serious. Is it too hard to imagine one querying Boston water supply on Google and then picking up a map.

Do you mean how did the cops find out or do you mean how the kids found the reservoir?
The cops patrol from Rt 9 on a regular basis; checking with pals at UMASS Amherst, Quabbin is a common party destination.
