Obama can't make Hillary the fall guy. The Clinton's won't stand for it. She's loyal to herself. She'll turn on Obama in obnoxious fashion, looking like a patriotic American in the process. Hillary would become a whistle blower.
For Obama to blame someone, they have to be either in on it, or powerless to defend themselves with help from the media.
