I read of the factory operated by a contractor that makes the ammunition for the U.S. Army. So the Army already has its source. What’s all the other for?

Obviously it’s not for fighting whoever the Army is fighting.

Exactly what I was thinking. The government has several places(or used to)to make military ammo. The military uses full metal jacket small arms ammunition as precribed in long standing treaty, killing not being the primary consideration, that being incapacitation, in most combat,along with penetration of vehicles and multiple targets.
On the other hand, I have been told this agency is ordering up billions of rounds of expanding ammunition.Ammunition designed for faster killing, less overpenetration of targets. There is also no domestic need for armored vehicles. This crap is being bought to be used against the citizens of the United States. What part of Homeland Security do we not understand? The very name of this group implies domestic enforcement, I can hope that whatever scenario “they” think they need this hardware for doesn’t develop..This issue needs to be a priority right now, even more so than other scandals such as Benghazi. Why is funding even available for this?
