Barack Obama certainly enjoys the trappings and perks of the Office of President. The actual job of being President, however, doesn't seem to interest him. His desire to avoid being tied to any specifics of any proposal have caused him to do what no modern President has done. He is the first President since 1921 to abdicate the task of drafting a federal budget to Congress.
Congress established the modern budget process in 1921. Under the terms of the law, the President is required to submit a budget for the federal government no later than the first Monday in February. Obama has only met this statutory deadline once during his Presidency, a record worse than any modern President. Obama has missed the deadline 4 times. Prior to him, all the Presidents back to 1921 together missed the deadline twice.
Pentagon officials recently advised the House Armed Services Committee that the President's budget wouldn't be delivered until April 8th, a 9 week delay that trumps any previous delay. Worse, though, the long delay means that Congress will initiate its own debate on the budget, without input from the Executive Branch.
On Tuesday, Rep. Paul Ryan unveiled the House GOP budget proposal. On Wednesday, Senate Democrats will unveil their first budget proposal in 4 years. By the time Obama gets around to submitted his mandated proposal, Congress will have had almost a month to deliberate on its proposals.
As we've seen throughout his tenure, Obama prefers lofty rhetoric over the day-to-day give-and-take required to enact legislation. He spoke in general, focus-tested, words about ObamaCare, the stimulus, financial services regulation and a host of other issues, while leaving the gritty, horse-trading work to Congress.

He has never exhibited leadership and that’s the way his puppetmasters like him. He’s the perfect democrip, a liar, a degenerate, and follows orders from his superiors with a deepseated hatred for the America of the Founders. And, I might add, like all useful democrip iodiots, he is more than willing to force those not in worshipful lockstep to do as he dictates while spouting that he is not a dictator. Hell no, he’s not a dictator. A dictator would at least be a leader!
OMB would be a great place to cut expenses since there are probably 500-1000 employees in this department which doesn’t produce a budget annually.

The President is required to submit a proposed budget for the Executive Branch functions of the Federal Government.
The House of Representatives is responsible for generating, and passing, a budget that covers all three branches of government, with inputs from the Executive and Judicial branches on what they propose as their requirements for their branches to function during the budgetary period.
Too many writers are constantly, and falsely, stating that the Executive Branch has the "power of the purse". And too many Congressmen seem to want to hide behind this false assertion, so that they can claim "what could I do, the President hasn't submitted his budget yet!"
Baloney, the House of Representatives have the authority to not only NOT budget as much money for the Executive Branch, they can also decide to not allocate funds for a budget that was passed. They can also, through the budgetary process, force the Executive Branch to spend the funds in the manner designated by Congress, not as the President wants (i.e., shift the funds from the Military to Welfare, etc.).
Will the result initially cause some form of Constitutional crisis and shut down of some parts of the Government? Sure, but that's just how the system was designed to operate. The House of Representatives is the "People's House", and Government spending is fully under their purview.
Too many Congressmen don't want that responsibility. Which is funny because too many of them want to rant at the President for "not following the Constitution" (a valid charge), while they are "not following the Constitution" by failing to stand up to their responsibilities for controlling Federal spending.
Every writer who calls himself/herself a Conservative should be beating this "Congress is in charge of the budget" drum every day, in every way, to remind the American public of how the system is supposed to work.
I guess that's because he's shiftless and lazy.
