Based upon that fact that the school is in South Philadelphia, only 29% white and 76% "economically disadvantaged", yet the teacher felt safe in humiliating a student in front of the class, I'm going to make some guesses about the ethnicity of the student versus the "school official".

The parents should move if at all possible.
