Well, actually, she didn’t even bring the Hello Kitty bubble gun with her to school, which might have been a technical violation of stupid school rules. She told her classmate that she’d shoot her with bubbles AFTER school.
That’s what she was suspended for.
From what I remember about the incident, the girl said she would shoot the other girl with a Hello Kitty bubble gun, but she didn't have it at the school, or at least teachers and administrators couldn't find it.

OK, now that more is coming out about this story, I’m not as anti-school administration as I first was.
The girl said, “I’m going to shoot you and I will shoot myself.”
What little girl says such a thing? A girl who has serious emotional issues, perhaps someone who is immersed in too much violence at home.
It was probably right to snap this girl out of the situation, and seek help for her.
Kid could simply have a sense of humor.
