Obama gun order triples Cabinet agencies required to track guns

President Obama is tripling the number of Cabinet agencies with gun control law enforcement responsibilities in his new bid to track guns, adding six agencies to the three typically included--Justice, Homeland Security and Defense.

Section 1.e of his executive order released Wednesday adds State, Treasury, Interior, Agriculture, Energy, and Veterans Affairs. It reads: "For purposes of this memorandum, 'Federal law enforcement agencies' means the Departments of State, the Treasury, Defense, Justice, the Interior, Agriculture, Energy, Veterans Affairs, and Homeland Security, and such other agencies and offices that regularly recover firearms in the course of their criminal investigations as the President may designate."

Most federal agencies have a police or security arm, but typically law enforcement doesn't included those other six agencies. Justice, in fact, defines law enforcement this way on its web page:

"A federal law enforcement agency is an organizational unit, or subunit, of the federal government with the principle functions of prevention, detection, and investigation of crime and the apprehension of alleged offenders. Examples of federal law enforcement agencies include the U.S. Customs and Border Protection, Federal Bureau of Investigation (FBI), the Secret Service, and the Bureau of Alcohol, Tobacco and Firearms (ATF). BJS has surveyed federal law enforcement agencies seven times since 1993. The 2008 Census of Federal Law Enforcement Officers (FLEO) included agencies that employed full-time officers with federal arrest authority who were also authorized (but not necessarily required) to carry firearms while on duty. The officer counts exclude officers in the U.S. Armed Forces (Army, Navy, Air Force, Marines, and Coast Guard), the Central Intelligence Agency (CIA), and the Transportation Security Administration's Federal Air Marshals. Findings are based on the 2008 Census of Federal Law Enforcement Officers."

Watchdog blogger Jeryl Bier, who pens the blog Speak with Authority, called the expansion "sweeping," although he conceded that it is unclear why the definition has been expanded from three federal agencies to nine. It appears, however, that the president is signaling to all Cabinet agencies that he expects them to help track guns.

"This is a pretty sweeping definition compared to the Justice Department's definition," Bier blogged Wednesday. "Since the memo also addressed other executive departments and agencies,' it is unclear what this partial deputizing of other agencies as 'law enforcement' means."

City code inspectors?

What is meant by "and such other agencies?"

According to the statement it will allow him control over PD's to animal control.

Per Wikipedia, this would appear to be in violation of the Firearm Owners Protection Act ("McClure-Volkmer") of 1986.

Registry prohibition - The Act also forbade the U.S. Government agency from keeping a registry directly linking non-National Firearms Act (1934) firearms (essentially, pre-1986 machine guns) to their owners.

Nevertheless, the ATF Firearms Tracing System (FTS) contains hundreds of millions of firearm tracing and registration records, and consists of several databases:

1. Multiple Sale Reports - Over 460,000 (2003) Multiple Sales reports (ATF F 3310.4 - a registration record with specific firearms and owner name and address - increasing by about 140,000 per year). Reported as 4.2 million records in 2010.
2. Suspect Guns - All guns suspected of being used for criminal purposes but not recovered by law enforcement. This database includes individuals purchasing large quantities of firearms, and dealers with improper record keeping. May include guns observed by law enforcement in an estate, or at a gun show, or elsewhere. Reported as 34,807 in 2010.
3. Traced Guns - Over 4 million detail records from all traces since inception. This is a registration record which includes the personal information of the first retail purchaser, along with the identity of the selling dealer.
4. Out of Business Records - Data is manually collected from paper Out-of-Business records (or input from computer records) and entered into the trace system by ATF. These are registration records which include name and address, make, model, serial and caliber of the firearm(s), as well as data from the 4473 form - in digital or image format. In March, 2010, ATF reported receiving several hundred million records since 1968.
5. Theft Guns - Firearms reported as stolen to ATF. Contained 330,000 records in 2010. Contains only thefts from licensed dealers and interstate carriers (optional). Does not have an interface to the FBI's National Crime Information Center (NCIC) theft data base, where the majority of stolen, lost and missing firearms are reported.

ever they are charged with, if for nothing else but
their own survival.

It does not bode well for American freedom.

Hmm....didn’t a number of these agencies order several hundred million rounds of assorted ammunition earlier this year?

Ya, but we were told by those on the government payroll hundreds of millions of rounds were simply for routine target practice...Someone did the numbers and it came out to about 10,000 rounds each...lol

They will NOT be ABLE to track half of mine.
None are “registered”.
Only one of the rest was purchased from the manufacture.
(lost in traggic canoe accident)

Others, bought 2nd hand, only have background check paper on them.

If they start invading stores for those records, we’ll have a long warning period.

Veterans, Right-to-life, Pro-Legal immigration, Second Amendment, ect.

Pretty much any rule of law upholding American Citizens.

Homeland Security Secretary Janet Napolitano said Wednesday that she was briefed before the release of a controversial intelligence assessment and that she stands by the report, which lists returning veterans among terrorist risks to the U.S.

But the top House Democrat with oversight of the Department of Homeland Security said in a letter to Ms. Napolitano that he was “dumbfounded” that such a report would be issued.

“This report appears to raise significant issues involving the privacy and civil liberties of many Americans - including war veterans,” said Rep. Bennie Thompson of Mississippi, chairman of the House Homeland Security Committee, in his letter sent Tuesday night.

In her statement Wednesday, Ms. Napolitano defended the report, which says “rightwing extremism” may include groups opposed to abortion and immigration, as merely one among several threat assessments.

Executive Order 13603 set up the apparatus for forming Odinga's "civilian army".

Sect 501: "there is established in the executive branch a National Defense Executive Reserve (NDER)"

Sect 501(b): "The Secretary of Homeland Security shall issue necessary guidance for the NDER program, including appropriate guidance for establishment, recruitment, training, monitoring, and activation of NDER units"

Sect 502: The head of each agency otherwise delegated functions under this order is delegated the authority of the President ... to employ persons of outstanding experience and ability without compensation...

Effective March 16 2012, Odinga could mobilize his stormtroopers, each Cabinet secretary having his/her own regiment, and has authorized conscription to fill the ranks.

DHS, TSA, SSA and NOAA have been among the agencies stockpiling ammunition. SSA alone has supplied 750 rounds per agent; a combat soldier downrange in Iraq had a basic load of 220 rounds (I know, because that WAS my basic load in Iraq).

The Leftists will not start kicking in doors right away; they know that The Sheep will voluntarily turn in all their guns, and snitch on their neighbors who don't.

“The beginnings of Obama’s civilian security force that he wants to build?”

This is the thing that kills me, that no one has brought this up - especially since his big speech about how we have to do something even if it saves just one life; how we must stand up and say ‘ENOUGH’ as responsible gun owners.

Somehow it eluded everyone that “weapons that belong only in the theater of war” (or so sayeth the won) are somehow OK in a civilian security force that is as well equipped and trained as the military.

Civilians are by the very definition of the word - most assuredly not acting in a military capacity. Same goes for other agents of the government as they act in their official capacity...

Who/what is the civilian security force to be made up of, if not law abiding citizens? If they are to be as well equipped and trained as the military, then what weapons would they have if not the same/equivalent as military issue?

What just happened?!!! I mean... law abiding civilians are being lectured to about how they are not entitled to believe they should have the same advantage against a would be attacker or a violent mob as police or military would, yet some made from whole cloth “civilian security force” is elevated above it all or conveniently forgotten during the discussion.

Sorry... I just don’t get how the American public at large can buy this much bovine excrement, it tends to make me rant.

Okay boys and girls, this is as close to every totalitarian proclamation throughout history that I've ever read about. I am now in fear for my life and my family. This is the worst of Obambi's EO's. The Treasury? The Interior? The Agriculture? The Energy? And Veteran's Affairs Departments? This outright dictatorship!

This is a big mistake. I would say reasons why, but don't want to be identified further.

Obama is going to squeeze the gun industry, markets and ownership so tight, we'll end up like Canada where the requirements for gun ownership are so convoluted and complex that people just throw their hands up and say "screw it, too much trouble to buy one."

Of course, Canada has nowhere near 400M guns already in circulation. I understand it's been tough to buy a gun up there for the last 50 years....anyway, their forms make it look worse than a passport application, plus a mental exam/interview. Sheesh, just wait, it's gonna get bad.
