I don’t believe that’s right. Check out HIPAA. A doctor/hospital can hardly admit they are treating a patient or gave him/her a flu shot. And, if any healthcare provider provides confidential information without the patient’s signed authorization, s/he or it can be sued and fined big time.

But it is true that if you look at standard medical disclosure forms, HIV requires special extra consent. It used to be that communicable diseases received special treatment in the other direction in order to prevent disease spread.
Also, even foster parents are not entitled to know the HIV status of the child they are caring for (NY law). But they are entitled to other health info.
