But it is true that if you look at standard medical disclosure forms, HIV requires special extra consent. It used to be that communicable diseases received special treatment in the other direction in order to prevent disease spread.
Also, even foster parents are not entitled to know the HIV status of the child they are caring for (NY law). But they are entitled to other health info.

Holy cow! I bet that did a lot to encourage families to take in foster children. I would think, however, that the records they ARE entitled to see would reveal enough to deduce an HIV/AIDS diagnosis.
I’m in favor of returning to the older method of informing about especially, contagious disease.
