Such regimes use quantity in such efforts, because they have minimal quality at hand. So from those 30,000, subtract the number that are so incompetent they are soon discovered by professional counterintelligence agencies.
This leaves a core of perhaps a few hundred, many of whom stay in country and try and direct from afar.
In Iran’s case, they have all sorts of ongoing operations around the world, most of which have been compromised, so present no major threat.
