Police Chief James Rovella and Superintendent Christina Kishimoto have signed a document that promises to reduce the number of city students who are arrested at school and cast into the court system for minor offenses.
City officials and juvenile advocates said they hope the agreement can help curb the incarceration of Hartford's youth.
Hartford's agreement is based on a model memorandum of understanding that has been distributed by the Juvenile Justice Advisory Committee, a panel under the state Office of Policy and Management that has been among several groups aiming to reform the juvenile justice system in Connecticut.
Federal law requires states to address the disproportionate number of minorities, compared to white youth, who come into contact with the juvenile courts. (Holder's rule)
The two biggest feeders into the state's juvenile justice system are Hartford and Bridgeport. One analysis in Connecticut found that about 40 percent of juvenile arrests referred to court were rooted in school incidents, officials said, including many cases where punishment might have otherwise been counseling or a sitdown with the principal.

Now imagine, you are a businessman and want to build a $10million factory or plant in Connecticut. To put it in Hartford, which has some 18% unemployment, you would have to hand over $648,000.00 per year to the tax collector!
As a businessman, you know how hard it is to make an extra $650,000.00 per year - and to hand over to politicians to disburse to the welfare 'gimmes' in exchange for votes. Not exactly value for your money.
For what? For the mistake of putting your $10million investment into that ghetto? What could you expect? An illiterate, thieving welfare-mentality local population, high crime, you would need to build high fences with razor-ribbon to keep out the local apes.
People wonder why all the jobs move overseas... they don't move, they are chased out of town!
Can't fix that. Most of our cities are going the way of Detroit, the ones run by Democrats and unions get there first and fastest.

That’s certainly one (extremely plausible) reading. Another is that the police are a very blunt instrument for handling what should be school-based disciplinary problems. I’ve heard many Freepers say “there’s no problem that can’t be made worse by calling the police,” after all.
The last time I was in Hartford, my car was robbed.
Let me see if I have this straight according to the “model memorandum of understanding”. If Betsy slaps a teacher, she is arrested and cast into the court system. But if LeShandramesha slaps a teacher she has to sit down in a counseling session with the principal and write one hundred times, “I will not slap another teacher today because if I do it could affect the disproportionate number of minorites coming into contact with juvenile authorities.” Yep, that should meet Holder’s requirements and solve all the problems. Now we’re one big happy family.

It certainly makes it difficult for any urban area to attract business, when that business would be required to fund three multi-generational welfare recipients, one police officer, one public school teacher, and one social worker for every employee in the company. The fixed costs of operating in a welfare reservation are prohibitive; these cities can’t die fast enough. It has spread beyond the cities’ boundaries, where states are expected to feed, clothe, house, and pretend to educate these “wards of the state”; Obama’s program is to nationalize the wealth re-distribution (he seems quite open about it). Texas taxpayers will be feeding the permanent underclass of Newark NJ if Obama has his way. The states themselves have basically buckled under the financial strain (see Newark NJ laying off hundreds of cops, etc.); Trenton had no more money.
Life along the frontier of the welfare reservations in NJ has become increasingly violent, as war parties head out into the suburbs (since they’ve picked their hives clean). These sorties are increasing in frequency & violence.
Yeah for ‘equal outcomes’!
Here’s a thought, we just get all whites to move out of Hartford, and then repeal all laws, and bingo, there are no disproportionate minority arrests.

When 70% of of any race get born and raised in a single parent home, they will have higher discipline problems than those raised by 2 parents. Its not racism, its common sense.

Actually, that might be more effective. LeShandramesha would be in and out of the juvenile justice system in time for dinner. She'd be sitting in that counseling session for a long time learning to write.
Concepts such as "equal protection of the law" and "due process" are highly overrated. They originated with dead white guys, after all.

However...the trend also inside the schools is to take less disciplinary action on minority students....so it is more than just “not arresting” black and hispanic students...it is also limiting the numbers of blacks and hispanics from being punished by just the school
