This contradicts Obama’s answer at the presidential debate where he said it was the first of three things he did. He also said this to the Denver reporter.
President and Panetta had a previously scheduled meeting for 5 pm on 9/11/12. That was during the middle of the attack. Obama was likely advised earlier but we know at the very least these two men were together in the White House at this time.
Who gave the stand down order to the two ex-SEALs?
Woods’ (one of the two killed) father said on Megyn’s show that his son helped save THIRTY PEOPLE.
The implication of that has not been reported. Stand down order in effect he ignored. Because he and his friend in arms (the two ex-SEALs) took action regardless, thirty lives were saved.
This means that not only did Obama abandon Ambassador Stevens and the one security man American to death, he was willing to let thirty people die at the consulate compound!
Of course, no American should be left behind, especially an ambassador who is the President’s representative hand picked and appointed by him.
But 30 people?
And no effort made.
These were ex-SEALs. They would have given a site assessment / threat assessment as part of their communication. 150 armed local militants.
Delta Force was TWO HOURS away. They were training in southern Europe at the time.
Obama decided a failed rescue would be Carter/Iran 2 possibly. Be fatal to his election. There was the Cairo and other youtube protest context and they blamed it on the filmaker guy when they knew this was no youtube protest.

Bibi probably told Obama on the phone. “By the way Barak, our Mossad intel sources says your consulate in Libya is under attack, what you going to do about that?”
I certainly would not be surprised if that were the case.

The caller indicated that the standing orders were to save lives.
General Ham’s standing orders were to save the US men in Benghazi.
Someone told him to stand down. That would have to be Panetta or Obama.

“Look Mr President. We have MANPADS in position and ready to fire. Either you let us have Kadafi’s weapons and don’t try to stop us or we will start shooting down passenger airliners. We will shoot down fifteen within the day of an counter attack.”
Massive downed passenger jets with 100s of people dead would not make Obama look good right before the election.
