I don't know if you have read Stanley Kurtz' book, Spreading the Wealth, but WA State is well on the way and part of their agenda is preserving the rural land for nothing but farming, but they don't really like farms anyway, at least not dairy farms or pig farms. Anyway the local Greens took the county to court for non-compliance with the state Growth Management Act, claiming that the current zoning did not preserve the rural character of the land in the unincorporated areas of the county and insisted that land between the RR and the interstate (and international border connector) be down zoned to R-10. But then one enterprising Green and his supporters decided that some of that farm land would make an excellent wind farm. So, I went to the county council and pointed out that it was hypocritical for the Greens to want to preserve the rural character of a strip of land between the RR and the interstate and then want to turn real farm land into a wind farm. The council agreed and passed a regulation that wind farms could not be placed on any ag land in Whatcom County. So, now they are pushing for wind farms on forestry land.
