An undocumented immigrant from Mexico has been arrested for sexual abuse.
Police arrested Hiram David Giron Rascon, 27, on Tuesday night after police received a call about an attempted sexual assault.
The victim told police a man approached her when she was walking in the area of Highland Ave and 24th St. The man came up behind her, grabbed her, and thrusted his pelvis into her backside.
He then allegedly threw the victim onto the ground and got on top of her, pinning her down. The victim yelled stop and the suspect eventually got up and left.
She called 911 and a police officer patrolling nearby spotted someone matching the description of the suspect running away.
He stopped Rascon, who admitted in Spanish that he had been in the country for about five months and he hadn't had a girlfriend. Rascon said, due to "desperation," he ran up and wrapped his arms around the victim.
He denied that he trusted his pelvis into the victim.
The victim received a minor injury to her wrist.
Court documents show that Rascon is in the United States illegally.
He is facing charges of sex abuse, assault, and unlawful imprisonment.

This is no great surprise. The Hispanics in Phoenix, both legal and the remaining illegal, who have been there a while, tend to be very conservative, and are less than welcoming to ‘transient’ Mexicans.
This is because such transients are seen as being out to get whatever they can get before moving on, so are not people to trust or have dealings with. This is not unusual in that any people and place with a permanent community and lots of transients tends to look at them with suspicion.
Transient Mexicans in Arizona are seen as more dangerous by just about everyone, so the best advice to them is to keep moving on.

WHAT is no great surprise?? What does “conservative and less than welcoming” have to do with an assault? Since you posted in reply to the original thread and not someone else’s post, I don’t see anything here except a woman is assaulted and WHAT?? She should have been more welcoming? Confusing...

If this were an isolated case, I would not be so disgusted. But it really is disturbing to see so many instances of awful writing like this from people who, I assume, earned degrees in journalism. These clowns come from the generation that has high self-esteem and no real knowledge.
What I meant was that he had been in Phoenix for five months, and still probably knew no one, had no friends, no women were interested in him, etc., and for a very good reason, that being that he was the worst of transients, the thugs, drug smugglers, thieves, brutes, perverts, and the like.
It does not in any way justify what he did, it just explains why he was shunned in the first place. Had they invited him into their homes, he would have attacked them there. Had a girl responded to his overtures, he probably would have tried to sexually assault her.
In any event, now he is under the care of Joe Arpaio.
That’s not a really safe part of town for any woman to be walking around in, head a little further north and it gets better but there’s certain areas in Phoenix to avoid, especially if you’re a woman all by yourself and that is definitely one.
I do wonder if this guy qualifies for Janet’s “catch and release” program, especially since he only ATTEMPTED a rape, he’s not viewed as a threat until he actually succeeds, at that point in time he’ll still get months of free meals and housing courtesy of the federal government, will get deported, and will be back in Phoenix no more than 6 days after.
