As long as the republican party thinks their tent is big enough for republicans like this they will remain a minority party.

He's trying to run to the left because it's a liberal Jewish district, used to be Mark Kirk's. He's a supporter of Israel, but so is his Democratic opponent, Schneiderwho is not as far left as the guy he beat in the primary, Schnayerson, who was a Stalinist from Moveon.org.
So I guess Dold is trying to get a big contribution from the baby-killers. Reminds me of the punchline of that lawyer jokethe one that explains why lawyers, rather than rats, are increasingly being used in scientific experiments: "And the main reason is, there are some things rats just won't do."

They hold the House.
They are in reach of the Senate.
They have held the WH more than the Dems have held it, ever since Eisenhower.
They aren’t a minority party.
This statement is a reflexion of living in the past. The long ago past.
It’s also a statement of your frustration at the Republican party, which I do understand.
There’s a lot to be frustrated about.

As several comments point out, this unique gerrymandered district, in Illinois (think Mark Kirk), has NO relevance on the national Republican Party, even if you want to pretend so.
