Between 2 shootings, ICE agents struggled over gun
foxnews.com ^ | 2/19/12 | AP

The shooting occurred after Immigration and Customs Enforcement agent Ezequiel Garcia discussed his job performance with the agency's second-in-command in the Los Angeles region, ICE spokeswoman Virginia Kice said Saturday.

Another agent who attended the discussion and had just left the office rushed back and burst in to disarm Garcia after the shots rang out.

"There was a very, very intense struggle," Kice said. "They were physically struggling over the gun."

The agent eventually drew his own gun and shot Garcia, Kice said. ICE is not releasing the agent's name.

The supervisor, Kevin Kozak, continued his recovery Saturday from at least six bullet wounds, including to the hand, knee and torso, Kice said. Kozak, 51, is the agency's deputy special agent in charge of investigations in the Los Angeles region.

Los Angeles police officers who work in the building on a joint task force for Internet crimes responded to a call for help and aided the bleeding Kozak, Kice said.

"The fact that they were literally right there probably was another thing that was instrumental in his survival," she said.

Garcia joined the former Immigration and Naturalization Service in 1988 and was named criminal investigator three years later. Shortly after the Department of Homeland Security was created in 2003, he was promoted to supervisor for a documents and benefits fraud task force.

I wonder why they’re not releasing the name of the agent who shot Garcia. Fear of retaliation?

There’s a documents and benefits fraud task force? That is the most surprising part of the entire article. Must be a pretty cush job.

I wondered the same thing. Garcia might have unsavory connections.

Six shots into Kozak? It could make somebody think that Garcia’s intent was to maim Kozak not kill him outright.

Documents and benefits fraud, What does that include?

Was he somehow looking the other way to forged documentation and education/foodstamp/ other fraud?

Very likely involves a lot of undercover investigations, making and recording document buys from suspected dealers, warrants, raids and prosecutions. Not unlike many other law enforcement agencies that deal with manufacturere, transporters and sellers of counterfeit products.

Cush indeed. Don’t let your ignorance affect your judgment.

Garcia might have unsavory connections.

Why would you think that when there is nothing in the article that indicates he has any unsavory connections?

I wondered the same thing. Garcia might have unsavory connections.

In reading some of the other items concerning this incident which have floated into here, it appears that Garcia was considered a pretty 'straight arrow' guy. The supervisor, on the other hand, may not have had a sterling reputation with others in the ICE community, and in fact is considered a real jerkwad in certain quarters who was carrying out a personal agenda.

What is certain is that anything which detracts from the narrative that Washington wants to convey is going to be flushed down the memory hole, and we'll never really know the truth...

Why would you think that when there is nothing in the article that suggests that is true?

Considering the contempt that Freepers have for DHS it's puzzling that so many would defend DHS w/o knowing all of the facts.

Perhaps after being ordered to repeatedly violate his oath to defend the Constitution he had enough.

There’s the fact that ICE isn’t releasing the name of the agent who shot him — something that would probably earn that agent hero status in most cases.

With corrupt biggov waving through and rewarding tens of millions of illegal aliens from God Knows where, during wartime yet, they should be very busy in regards to document fraud. Policies created by government itself have created an epic endless tsunami of fraud.

In fact, government has created their own job security for the next 150 years, in this regard.

Very similar to the never ending WOD, which in fact has only made government larger and more controlling.

ICE has a "documents and benefits fraud task force".....

A common practice among "impoverished" illegals is to buy several faked identitues for several thousand dollars each----the illegal then votes AND rides the US gravy train under several names.

One latino stole $3.2 million UI benefits using several identities. Jose Madrigal---the Washington state tapist---had some 30 identities.

===========================================

REFERENCE July 21, 2006----BERGEN RECORD, NJ

Texans accused of selling counterfeit IDs (impoverished illegals "here for a better life" pay several thousand $$$ for fake ID's)

Pelcastre brothers, Angel and Jorge, Dallas, Texas, were a walking threat to US national security, expert document forgers who, for a few thousand dollars, could give anyone a new identity, NJ L/E authorities said.

The Texas brothers were a "one-stop shop" for a myriad of fake US documents, including birth certificates, Social Security cards, driver's licenses----for any state in the US------ passports and resident alien cards, said state police.

The Texas brothers turned a NJ hotel room into a business office and were readying a massive cache of fake Social Security cards for delivery to a local NJ identity broker. Officers happened upon two cars bearing Texas plates in a NJ hotel parking lot. Authorities wouldn't identify the NJ hotel by name for fear it would spark retribution. The Drug Interdiction Task Force regularly runs checks.

The Texas brothers were followed to a NJ office supply store nearby where they purchased computer supplies. Officers then followed the Texans to a NJ storage facility in Secaucus, NJ, where the Texans loaded several boxes into a car. One of them stood lookout. Authorities approached the Texas brothers when they returned to the NJ hotel and questioned them separately.

The Texas brothers consented to a search. Police recovered laminating sheets with built-in security features, pages of blank documents waiting for fake names and information, finished documents, computers and software to create the fake IDs.

All told, the haul was worth about $500,000 on the street when sold to "impoverished illegals." Police also recovered $6,000 in cash, which was the first payment from a NJ fake document broker for a shipment of 500 phony Social Security cards. ####

Illegal Manuel Mejia Ordonez ordered to repay $3M in Calif employment fraud
San Francisco Chronicle | June 26, 2010
FR Posted June 26, 2010 by artichokegrower

A former Marysville resident has been sentenced to prison and ordered to pay back $3 million in fraudulently obtained unemployment compensation.

US Attorney Benjamin B. Wagner said 31-year-old Manuel Mejia Ordonez was sentenced to eight years and one month in prison for conspiracy to commit mail fraud and identity theft. (Excerpt) Read more at sfgate.com ...

QUESTION How does a citizen of Mexico make $3 million in unemployment claims? A. By establishing multiple identities. The fraudster, Manuel Mejia Ordonez, got eight years for conspiracy to commit mail fraud........and identity theft.

============================================

THE "JUST HERE FOR A BETTER LIFE" SCAM "Impoverished" illegals buy multiple fake identities for several thousand dollars each. Jose Madrigal---the Washington State rapist---had some 30 identities.

A family of four can have an income of $30,000 a year and still qualify for food stamps----with just one identity. A single mother, with two children who has a full time job that pays $7.25 an hour has an effective income of $48,000 a year when you add all the benefits she and her children receive from the government: food stamps, Medicaid coverage, subsidized child care, school lunch program, “Temporary” Assistance to Needy Families, subsidized housing, Earned Income Tax Credit, etc......with just one identity.

REFERENCE The Federal ID that Pays Illegal Aliens Billions -----November 28, 2011

......a recent analysis entitled, “Treasury Department Says Illegal Aliens Collection Billions in Tax Credits,” revealed that according to the Department of Treasury’s Inspector General, more than $4.2 billion in additional child credits were paid out in 2010 to illegal immigrants. In 2005, the pay outs totaled $924 million. This program allows low income earners to claim a $1,000 per child credit.

EITC claims---can run up to over $3000 per claim. $20 billion is estimated to have been paid out to these cunning "impoverished" illegals. Most of them are collecting over and over again-----using multiple identities-----falsifying apps---claiming children they do not have and/or falsely stating kids are back in their homelands.

=========================================

A new proposal would require people who claim the federal credit to have Social Security numbers to prove they're legal workers, is being offered as a way to help pay for extending the Social Security tax cut for most American wage-earners. It would trim federal spending by about $10 billion over a decade.

Imagine that----- for decades, we have been issuing tax refunds to people without a Social Security number.

====================================

Hah. The border violators wont let a silly law stop them: (A) They'll use SS nos they got for all their anchor babies. (B) They buy SS nos from illegals who went back to their homelands. (C) The "impoverished" illegals.....just here for a better life....pay several thousand dollars for stolen SS nos and forged, fake documents.

I don’t know what exactly happened. One thing I do know after having worked for ICE is that it is an environment that is hostile to legacy INS and despises illegal immigration work. Garcia may have well been pushed over the edge by such hostility.

I dunno. Not too often ya got LEOs suing other LEO's for excessive force.

Like others in ICE, this guy could have possibly been pro-illegal alien, had family ties/connections in Mexico etc. It's like other Hispanics ya find in government, where it turns out they are actually aiding and abetting illegals by providing them fraudulent documents, benefits, etc.

“I wonder why they’re not releasing the name of the agent who shot Garcia. Fear of retaliation?”

From earlier article on FR:

“ICE Deputy Special Agent in Charge for Los Angeles, Kevin Kozak, was initially shot by ICE Senior Supervisory Special Agent Zeke Garcia at ICE’s Long Beach office. Garcia was then shot and killed by ICE Assistant Special Agent in Charge Perry Woo. “

Article goes on to say that Garcia was a good guy and that Kozak was a sorry manager who abused people under him. There evidently was a lot of history of Kozak’s poor behavior.

Funny, some suggest Ezequiel Garcia was the good guy and his supervisor was the bad guy. Yet in reality, it was Ezequiel Garcia who attempted to shoot his supervisor to death over a job performance issue.

Based on what occurred, just guessing, but I'd say it was Ezequiel Garcia who was the bad guy, who probably never should have been connected to law enforcement.
