I wondered the same thing. Garcia might have unsavory connections.

In reading some of the other items concerning this incident which have floated into here, it appears that Garcia was considered a pretty 'straight arrow' guy. The supervisor, on the other hand, may not have had a sterling reputation with others in the ICE community, and in fact is considered a real jerkwad in certain quarters who was carrying out a personal agenda.

What is certain is that anything which detracts from the narrative that Washington wants to convey is going to be flushed down the memory hole, and we'll never really know the truth...

I dunno. Not too often ya got LEOs suing other LEO's for excessive force.

Like others in ICE, this guy could have possibly been pro-illegal alien, had family ties/connections in Mexico etc. It's like other Hispanics ya find in government, where it turns out they are actually aiding and abetting illegals by providing them fraudulent documents, benefits, etc.
