Women were not allowed in the Navy until after '73. I was in the navy in 1970. I'm pretty sure those sailors in skirts were women. I thought the WAVES went back to WWII.

What are YOU talking about? Anna Der-Vartanian made Master Chief back in 1959. She'd be shocked to learn she wasn't in the Navy. LOL.
You are getting confused perhaps with the opening up of the ROTC programs in '73. Heck...there were Female FLAG offers in '72.
