They will find enough troops to do what ever they want to do.
Military follows orders. That is what they do. If they frame the orders the right way, you will get enough volunteers to take out NYC.
For instance, tell the troops that a massive virus outbreak has started, and they have take out the infected.

That's how I remember it, anyway. That's pretty much it except for the part where the police came with a fully auto Ma Duece and used the suppressing fire to keep the people in the house, where I believe 11 men, women and children were burned alive.

Tear Gas. Cops use grenade launchers for these. They don't chuck the canisters.

Sounds like they are anticipating massive civil unrest. Obama recently signed EO’s that allow him to seize control of all roads, waterways, rail roads, telecom infrastructure, the air traffic control system, water works, power companies, pipelines, etc., pretty much everything necessary to bring the entire country to a screeching halt at the flip of a switch.
There has been an effort to militarize local police departments that goes back well before Obama. It really took off under Clinton, and God only knows what all was handed out in the wake of 9/11, but it was a lot.

The police chief in the town next to me asked the town council to let him order a bunch of machinee guns for his troops.
This is mid-coast Maine. The town has a population of 7,000.
