What was going to happen if he didn't call for a vote? Would they have not been unionized? Or would they have been involuntarily unionized as happened in Michigan?

I believe that they would have used “questionable” information gathered by SEIU door-to-door “salesman” (that has been misrepresenting the information that folks have been signing) to declare all child-care workers to be unionized. At least these folks have a fighting chance, although they didn’t ask for or want to be unionized, so I’m not sure why Dayton is making them vote.

In Michigan they actually had a vote, they just didn’t try real hard to make sure the victims knew about it. Most people simply threw the notice in the trash because they didn’t belong to a union and assumed it was junk mail.
The union conducted the vote, counted the votes, declared themselves to be the winners, and destroyed the ballots without anyone seeing them.
The lesson here is to read it if you get any mail from the union even if you don’t belong. Also, RAISE THE ALARM!!!!

In Michigan the unions had to steal money from day-care providers by intercepting the government money sent to poor women. If the day-care provider didn't accept the day-care equivalent of section-8 renters, they would never have been on the radar. Now SEUI is stealing money from MI medicaid recipients by having their care providers declared state employees and therefore subject to unnion dues.
All the above has been discussed here on FR at time time or another. I'm gonna guess YOU know this already, but maybe others can benefit from knowing -- I know I did.
