In essence, the reporting of this simple data, whether using Biden's data or city data, does not describe changes in the incidents of homicides in Flint or any city.
The Facts
Flint is certainly a violent city, ranked number one in many categories. The website of the Flint Police Department only gives data through 2008, but both the FBI and the Michigan State Police have more recent figures that are provided to them by the Flint police. The numbers are not precisely the same because of different reporting requirements, but they are roughly the same—and show a different picture than reported by Biden.
The Flint website for 2008 shows the same figures that Biden cited: 35 murders and 91 rapes.
Here’s what the FBI shows: 2008
City of Flint: 32 murders, 103 rapes
Surrounding area: 37 murders, 239 rapes
RATE PER 100,000 INHABITANTS: murder, 8.6; rape 55.5 2009
City of Flint: 36 murders, 91 rapes
Surrounding area: 44 murders, 235 rapes
RATE PER 100,000 INHABITANTS: murder, 10.3; rape, 55.1 2010
City of Flint: 53 murders, 92 rapes
Surrounding area: 58 murders, 225 rapes
RATE PER 100,000 INHABITANTS: murder, 13.8; rape 53.7
More important than the raw figures is the rate per 100,000 individuals. Murder did go up—though the rate did not double from 2009 to 2010, as Biden claimed. But rape has gone down. Biden actually asserted it had tripled.

In 2010, there were 14,748 murders and 84,767 forcible rapes that the cops did not stop, which total 99,515 violent incidences nationwide.
How many would be stopped by the cops who where already on duty? Answer: None, the statistics are static for 2010.
However, if the cops could have stopped every one of these 100,000 violent incidences, at a cost of 35 billion dollars, each violent incident stoppage would cost the taxpayer $350,000
$35B divided by 100,000 = $ 350,000
Juan McCain should run as a democRATl he is what’s wring with the Republican Party.
Another way of looking at it: Each unionized cop gets about $150,000 per year in wages and benefits.
So the Democrats and the unionize LEOs would posit that stopping one violent incidence, at $350,000 per incident, justifies the hiring of at least two more unionized cops and a lot more SWAT equipment.

Sort of strange that the city and the surrounding area have pretty equal numbers of murders, but the surrounding has more than twice the number of rapes.
There are a lot of things that might explain it - I wonder what does.
You can use a lot of hyperbole and get away with it if you control the media. If you do not, it starts to slide off of people who find it over the top.
The conservatives have been cut out of the media for at least 50 years, unless they were ultra polite and rational.
Now that the new media is taking away the progressive monopoly on public debate, the rules are changing.
Maybe it is time for a bit more conservative hyperbole.
