The standards themselves are pretty low: a high school education OR employment in two out of the last five years. The high school education can be by third world standards which, admittedly, might be just as good as some places in the USA. The work experience can include anything from rag picking in Timbuktu to prison guard in Tehran.
The most stupid of all is that all eligible entrants are thrown into a single pot for random drawing. So, naturally, the overwhelming number of entrants are marginal candidates from eligible third world countries.
I’m sure the Iranian gov. will be happy to choose the folks to fill these spots, complete with documents and books on “How to construct a bomb”.
Again, I compare our immigration system to the Australian model...and we come up glaringly and completely short.
