The standards themselves are pretty low: a high school education OR employment in two out of the last five years.
I spoke with an Irishman once who (honest to Pete) told me he had entered the lottery because he had been dared to by his mates in a pub.
Once he won he thought "ah, what the hell, I may as well go over".
