This I don’t get.
I know quite a few Arabs (and Turks) here in Berlin. Now granted, Germany isn’t the USA. Nonetheless, I will say the Turks and Arabs I’ve encountered here (in my neighborhood, they’re fairly ubiquitous) not only speak German (pretty good, generally) but they universally speak English - not perfectly, but they’re delighted to talk to me in English.
So why are these folks not speaking English?
On the other hand, having lived here in Europe for the past ten years, and having had to deal with various pencil-pushers in a few different languages, I can appreciate it when I find one that speaks English, and can help me with various official forms, I can sympathize to some extent. But I can read forms in German, Czech, Russian, and Japanese.
