Tourists versus short term visitors--a distinction without a difference. The International Driver's License is not for permanent residents anywhere in the world. The DPC is a travesty and against federal law. States who knowingly provide illegal aliens with official documents are providing them sanctuary. They should be reporting them to ICE who should deport them.
