'All at sea': Why did U.S. use a catamaran that can't sail in rough seas to evacuate

The U.S. government came under fire today for chartering a rescue boat for Americans stuck in Libya that is too small to cope with the rough Mediterranean sea.

Hundreds of American citizens are spending a second night in Tripoli aboard the Maria Dolores, a small passenger ferry chartered by the U.S., trapped there because of adverse weather conditions.

At the same time larger Greek and Turkish vessels have transported thousands of their own citizens to safety, crossing the choppy water to mainland Europe.

Or said another way... the Greeks sailed regardless of conditions, when prudence may have dictated the exercise of caution.

For that catamaran to be moored due to sea conditions, I think it’s fair to assume that the water was something more than merely “choppy”. Those ships can handle some fairly rough seas. What sort of weather and seas are we talking about here?

I’ve sailed the Med in a Knox class frigate (4000+ ton loaded) during February. The seas were the roughest I’ve encountered.
