So if so can you post the source? I think we all know the answer but curious if it has ever been measured.
Having the public observe how ballots are counted is one of the great taboos in America. It seems that only some sort of “holy priesthood” of politicos and lawyers are allowed to see this top secret process.
Both parties favor?
Name one recount that - over time as the recount persists until the democrat is selected (er, elected) - has resulted in more republican votes!
In every case since the mid-80’s, the democrat is given more and more votes in every recount, until the democrat is satisfied - or until the the Supreme Court cuts off recounts.

Exception: When GW won the re-count it was the only exception...He beat them at their game, using their rules, which is why the democrats all screamed that he stole the election.
And in Alaska it won't be so a democrat will win, it will be from both partys to slap Miller, the Tea Party and Sarah Palin down.

In the Minnesota governor's race 46 years ago, Elmer L. Andersen thought he won by 142 votes. After weeks of arduous review, Karl Rolvaag was the victor by 91 votes.
If a Democrat were answering this question of yours they would consider it silly. They know from experience that if they stuff the boxes properly to begin with there will be no need for recounts. :)
I believe voter fraud should be a capital offense. It undermines the very presuppositions of our beliefs and identity.
