Obama Administration Blocks Release of Pivotal HHS Abstinence Study

The Obama administration is, once again, entangled in controversy over sex education.

Yet this time, it is not about what the administration is trying to implement, but about what it is withholding – and apparently for political reasons.

A taxpayer-funded study that indicates parental and adolescent support of abstinence education is not being released by the U.S. Department of Health and Human Services (HHS), as it does not support the administration’s objective – or that of vocal “safe sex” activists – of eliminating all abstinence-education funding.

The Administration for Children and Families (ACF), a division of HHS, funded a survey of 1,000 adolescents between the ages of 12 and 18 and their parents, in order to measure parent-adolescent communication and adolescent attitudes toward sex and abstinence.

The American Public Health Association’s (APHA) website reveals the only is results of the survey:

“Adjusting for all other factors in the model, parent and peer factors are more consistently associated with differences in adolescent attitudes about sex and abstinence than are measures of adolescent exposure to sex and abstinence topics in a class or program.

Additionally, parent attitudes are more important in influencing adolescent views than the level of parent communication with their adolescent.”

The executive summary revealed that:

During an APHA conference, researcher Lisa Rue, Ph.D., who specializes in adolescent behavior, was intrigued by the study and requested the full report. She was summarily denied access.

Rue then resorted to submitting a Freedom of Information Act (FOIA) request, which was also denied because it was “pre-decisional and deliberative” – even though it was presented in public twice.

“We have to know cultural norms and values before we ever do any kind of research, or develop initiatives,” Rue said. “If you ignore that, you’re ignoring a premise, a key premise in evaluation science and research.”

Rue wrote an op-ed piece in her local newspaper, demanding the report be released.

Chad Hills, a social policy analyst with CitizenLink, said it is unfortunate that HHS has chosen not to release this valuable study to researchers – or to the public.

“This information would better inform policymakers concerning the standard which a majority of the public wants them to uphold in public education,” he said. “If they are not fully informed, how can they establish good policies?”

Hills also said that social science research demonstrates that the healthiest, highest expected standard for sexual behavior is within the context of a lifelong marriage.

“To undermine this standard by promoting casual sex is to undermine the stability of the family and, ultimately society,” he said.

I have to say the libs have done a great job of acheiving that objective in the two generations since the Great Society was initiated:

Minority illegitimacy rate > 70%

Black family structure destroyed.

Yes, and that was just a miniature experiment they could conduct with some impunity because the (direct at least) negative consequences weren’t being experienced by the public at large. They’ve already moved on to trying to achieve the same goal in our across-the-board.

Thankfully, as this study reinforces, society’s attitudes are still overwhelmingly socially conservative in this area. If we could only get the dang Republican Party to grab hold of these issues and really run with them, we might get somewhere.

Don’t worry, before they release it, someone, on instructions from the White House, is sure to re-write the Executive Summary of the report about the survey, denying the factual results of the survey.

Obama's legacy is to rule against the will of the people. This is nothing to them.

Carter was bumbling and incompetent, but relatively harmless. This guy is evil.

Children have a protective and natural modesty. Exposing them to graphic sex education breaks down this very important shyness.

I believe that leaders in education know that, but, ultimately their goal is the destruction of marriage and the family. Premarital sex will do exactly that.

You are exactly right. The public schools intentionally are brainwashing students to have no regard for individualism—or self worth. They want sex and procreation to be worthless==a meaningless act.

That is so the state can take control of raising future generations and there won’t be those loyal biological relationships that are the base of any civilization that is individualistic, responsible, and loves freedom from government interference. Emotionally strong, self reliant people like children raised and loved by their biological parents(Like our Founders)are hard for governments to control.

Sex in (one man/one woman) marriage is the most effective and intimate act for quality enduring relationships which was the glue to cement fathers to protect the mothers and their children. To create loyalty in that group that extended to include the community. These men were willing to die to protect their families and country.

Sex education is now being forced on Kindergarten and they never separate the sexes which Catholic schools always did at a much later age, to protect the natural modesty of the students. This sex education is conditioning children to think of sex as nothing important—as a meaningless animal act—and has nothing to so with morality. (They lie and teach “safe” sex as if any sex can be safe when outside marriage).

The schools are systematically breaking down that natural modesty and demeans the sexual act by divorcing it from morality. They destroy the mystery that used to be a big part of the romance between the sexes which made sex more meaningful—not just an animal act with no more meaning than exchanging sandwiches.

They make sex into a commodity which destroys that beauty, romance and respect for your own body. Instead of teaching that your body is special and the temple of God, your body becomes a fast food restaurant.

Thanks wagglebee. Of course, the gubmint-supported fatherless children are numberless — with or without illegals and anchor babies. This is a sort of flip side to the old “abortion advocates have produced self-genocide” argument.
