92 Congressmen sponsored a bill that would change the 14th Amendment

You do not have to change the 14th Amendment to do this. All you have to do is pass a law.

The key phrase is "subject to the laws there of".

Great idea. Unfortunately we had 8 years of GOP leadership, several with majorities in both houses, and we didn’t do a thing, unless you count recklessy spending our way into the minority. We did that well. I hope the Tea Party scares the survivors of the coming purge so badly they will actually do something substantial.
