In a statement outside Downing Street, Mr Brown said he had "no desire to stay in my position longer than needed" and would leave by the party conference in September.

He said he will ask the Labour Party to begin the process for a leadership election but that he will not stand or intervene.

He will have left the role by the September party conference, he added.

Mr Brown said the fact there was a hung parliament suggested no party or leader had the support of the electorate to govern alone.

"The reason that we have a hung parliament is that no single party or single leader was able to win support.

"As leader of my party I must accept that that is a judgement on me," he said.

Labour and Liberal Democrat negotiators are now set to hold formal negotiations over whether they could form an alliance.

Douglas Alexander told Sky News that Mr Brown and Mr Clegg had spoken on the phone moments before the Prime Minsiter's speech to confirm the Lib Dems' desire to hold discussions.

It comes as the Conservative and Lib Dems held a further day of talks in an attempt to thrash out a power-sharing deal.

Moments after Mr Brown's announcement, the pound fell more than a cent against the dollar.

The Lib Dems are playing both sides, smart strategy, they continue to negotiate with the Tories all the while talking to senior Labour members on the side. The Tories are being pressured to give up more than they want to in order to gain power, and Labour is being forced to do the same in a desperate bid to stay in power. I hope Cameron makes a credible effort to form a government with the Lib Dems, but he should hold the line because the Tories were the only ones of the three big parties to pick up seats (90+). A Labour/Lib Dem coalition will be a government of two losers with no mandate whatsoever, there would be another election in 6 months to a year.

The main news in this is Labour and the Lib Dems are to begin talks to form a Coalition of the Failing. I hope that, if such a deal is made, it will reflect so badly on both parties that they will be toast when an election is called within two years or so (we will see how long they can cling on at the first by-election that comes along)
