The socialists want this bill because they understand many Puerto Ricans fall well below the national median income and will therefore create a large dependent class of people who will vote for the RATs. It will have the same end result as amnesty in that respect. Additionally it will seat 6-8 more RATs in the House and two more in the Senate thereby ensuring them power for years to come.
