WASHINGTON — President Obama said Wednesday that he was receptive to Congressional proposals that would require every American to have health insurance and that would force employers to offer health insurance to their employees. But he said there should be exemptions for people who cannot afford coverage and for small businesses in general.

Which would leave us pretty much where we are today. Most who do not have insurance don't carry it because they do not want it (even if they can afford it), can't afford it, don't work for an employer that offers a package, that are wealthy enough to pay-as-they-go, and people who are in this country illegally and can't get and don't want insurance (because they prefer the ER drop-in for their their medical needs).
