Perhaps Russia is finally beginning to sting from the rampant pirating of their intellectual property. If they sell on item to the Chinese it is out of their hands forever, and the crap countries that they deal with are all to happy to loan out their Russian equipment for copying for a few bucks or UN votes.
Perhaps Russia is thinking it wouldn’t be wise to let China figure out how the system works.

I think the Chinese installed the Iranian fiber optic network.
