Linh is the surname. Voong is the bad transliteration of Vong(with a small question mark over the 'o') from Quoc Ngu, the name of the Vietnamese Alphabet which uses a bunch of diacritical marks to differentiate vowels. Quoc Ngu uses these diacritical marks with vowels something like English uses syllables. IIRC, most words in Quoc Ngu/Vietnamese are just one syllable. The spelling of a word can look almost the same except for the diacritical mark which changes the pronunciation and meaning.

This Vong had lost face. Fired from his job, unable to pursue the American Dream, he likely snapped.
America turned into a mocking lie to him.Obviously he was isane.
But this is small potatoes, compared to what will happen when we have the political refugees from the Hamas controlled Gaza strip immigrating to America under the Obama plan.
Prayers up for those lost and their families, and most of all for the heroic secretary who put in the call that saved many lives, and who later passed away from wounds.
If there had been a guard with a gun there, or an armed citizen, this coould have been prevented or stopped early.
There is no such thing as a "gun free" zone.It us a myth of terrible proportions.

When I read about a U.S. citizen taking English classes after living in this country for 28 years, I find myself wondering if the guy knew that his prospects for employment were fading fast.
It's worth noting that this guy was something like 41 years old. So if he was living here for 28 years he arrived here when he was 13. And he still didn't speak English?
Something about this whole story seems odd.

He carried a bag filled with high capacity magazines, a survival knife and a flashlight, according to police.I see the press just couldn't help themselves with hyperbole and lies. Just what is a "heavy caliber"? Why would you bring a bag of "high capacity" magazines? He killed 14 people plus himself. With two pistols containing standard magazines, there was sufficient capacity with standard mags to do that. As for "automatic pistols"...I doubt it. Semi-automatic. The lying press is doing everything possible to help the anti-gun politicians set the stage for another gun ban.

On this sad day, Sarah Brady, Gov. Paterson, and all the other gun grabbers in the NY legislature are happily dancing in the blood of these victims of NY disarmament. And no doubt they are already drafting up new laws to disarm legal gunowners to create more victims in the future.

Just speculating here but:
If he was 41 then he was born in 1968 in Vietnam. If his family fled towards the end of the war (1975) he was probably about 7. From personal experience, many refugees from Vietnam did not become citizens until 5 years after arrival (1980) which would come close to the timeline that he was a citizen for 28 years.
